Lack of available assistance could make this a difficult winter for the elderly and children living in poverty. Community Action Council is bracing for the federally funded Low-Income Home Energy Assistance Program (LIHEAP) to run out of funds by mid February, the earliest in more than a decade. Much of the funding available to help low-income families has already been spent in the months of November and December.
