Carla Harney will be seeking a third term as Harrison County Property Valuation Administrator in the upcoming 2014 election.

She is a native of Harrison County and graduated from Harrison County High School in 1970.  She and her husband Larry live on North Miller Street in Cynthiana. They have three sons, Matthew and wife Rachel, Brandon and wife Megan, and Jonathan. They also have five grandchildren, Conner, Cooper, Mckenzie, Blake and Bryce.

She is the daughter of Zenoa and the late Carlos McCauley, who served as Harrison County Sheriff for many years. Her mother is a retired Harrison County school teacher.

She is a member of the First United Methodist Church where she has served on various committees.

Harney is also an active member of the Harrison County Democratic Women’s Club and a member and past president of the Licking Valley Business and Professional Women’s Organization for which she holds the office of treasurer on the local level. On the state level, she is assistant regional director for the KFBPW North Central Region.

“I consider it a privilege and an honor to have served the citizens of Harrison County as a deputy PVA for 26 and a half years, and as Property Valuation Administrator since December 2006,” Harney said. “While in office I have taken continuing education classes that are provided by the International Association of Assessing Officers and the Kentucky Revenue Cabinet Office of Property Valuation. These classes are designed to enhance my knowledge of property assessment and the laws that govern the duties that I am required to perform. I have received both the Certified Kentucky Assessor Designation and Senior Kentucky Assessor Designation.”

Harney has continued to improve the PVA office by implementing new programs in the mapping system.

The ArcMap GIS program has allowed the office to produce more precise maps.  The Pictometry aerial flight that the office purchased recently is the only flight of Harrison County since the 1980s.

It has provided citizens and other agencies a better view of Harrison County. The website (www.harrisoncountypva.com) has been accessible since 2012  and has been an asset to the public.

Harney’s deputies are Kathi Patrick, Lauren Denniston and Rebecca Paynter.
