Case reports
Nov. 1 – At 11:43 p.m., officers were notified of a theft at Walmart. The alleged thieves were identified through video footage. Later that day, police noticed the suspect’s vehicle at Shell Apple Market. A purse was found under the vehicle. Amy Manion denied ownership of the purse, however, there were several prescription bottles inside the purse bearing her name. The purse also contained opened suboxone pouches, hemostats and a wire screen wrapped up in aluminum foil and several needles. A soda can with burn marks was also inside the purse. The stolen items from Walmart were not recovered. Amy Manion was arrested and charged with first degree possession of controlled substance, prescription drug not in proper container and possession of drug paraphernalia.
Nov. 9 – At 1:28 p.m., Kathy Smith was stopped for driving without a seat belt on Church Street. Smith was arrested on multiple charges including failure to wear seat belt, failure to use child restraint device, reckless driving, third degree criminal mischief, first degree wanton endangerment of police officer, second degree wanton endangerment, operating motor vehicle under influence of alcohol/drugs/etc., failure to notify DOT of address change. Smith’s vehicle was searched and a spoon containing an unknown material was sent to the lab for analysis.
Nov. 10 -- At 10:18 a.m., Tammy Scott reported that several checks belonging to her father had been taken and that someone cashed over $1,900 on the account.
Nov. 10 – At 1:41 p.m., police were called to Walnut Street over a parking matter. When they arrived, Mira Stacey reported that she had been threatened by an individual who advised her that he had a gun and knew how to use it. Police went inside the bar on Walnut Street and found the suspect, Steven Bell, and arrested him on a charge of alcohol intoxication in public place. They found a rifle on the front passenger seat of his vehicle and an empty holster. They took Bell back out of the cruiser to recheck him. Ptl. Michael Kiskaden saw Bell reaching into his pants where he had a loaded handgun concealed. He was also charged with prohibited possession of loaded gun in room where alcoholic beverages are served, possession of firearm by a convicted felon and carrying a concealed weapon by a prior deadly weapon felony offender.
Nov. 10 – At 6:36 p.m., Bethany Cox of Shell Apple Mart reported that a Jeremy Stone had entered the store and grabbed a bag of chips and soda and walked out the door without paying. Stone returned to the store within minutes and told the clerk he got up the street and realized he had not paid for the items so he came back.
Nov. 11 – At 3:28 p.m., Tonya Moore, Hillside Drive, reported that her EBT card had been debited $335 by Chad Gibbs of Exeel Meats without her signature or consent. The card number had been given to Gibbs in error by Kayla Hively, who told him not to use the first card, but to use hers. Gibbs told police when he ran Hively’s card it was declined so he used the other. Police advised him that Moore was not involved in the transaction. Gibbs allegedly told police he would credit Moore’s card when he was reimbursed by Hively. Police advised him that he would be guilty of fraud if he did not credit Moore’s card back the $335. As of Nov. 20, Moore reported that her card was not credited and that she would be filing charges.
Nov. 15 – At 4:39 p.m., Janice Moore, Pleasant Street, reported that her bank debit card was missing along with two wedding bands, an engagement ring and cocktail ring.
Nov. 16 – At 2:30 p.m., Joy Morgan of Speedway reported that a man took a handful of cigarettes. He was identified as Antonio Gonzales. A complaint is being sought from the county attorney.
Nov. 16 – At 3:39 p.m., police were called to do a welfare check on a 4-year-old boy who was in the custody of his father. The child was fine and was left in the care of the father.
Nov. 16 – At 7:30 p.m., police were called regarding a domestic dispute.
Nov. 17 – At 8:14 p.m., Kimberly Bozynski reported that she was assaulted at her residence on Delta Court. Her nose was fractured and a tooth was knocked out. She alleged that Elizabeth Overly assaulted her. Charges are pending.
Nov. 18 – At 10:22 a.m., police witnessed Clinton O’Brien get behind the wheel of Durgango leaving Shell Apple Mart and pull away from the store. Police pulled O’Brien over behind a residence on Walnut Street where his passenger, Stephanie Price, attempted to hurry behind the wheel. O’Brien was charged with operating on a suspended operator’s license, license to be in possession and failure to produce insurance card. Price was charged with hindering prosecution.
Nov. 17 – At 8:05 p.m., Darcey Jones, Old Lair Road, reported that a window had been pushed in at her residence. Nothing appeared to be missing.
Nov. 19 – At 10:55 p.m., Connie J. Feeback, Pleasant Street, reported that her license plate was taken from her vehicle while it was parked at her residence.
Nov. 20 – At 10:06 a.m., police were called to a domestic dispute on Delta Court where Carl Purnell was alleged to have choked a female subject and kicked her several times. When police attempted to taken Purnell into custody he said he  needed to go inside the residence to take his medication. He was followed by police who noticed that he was trying to conceal some items in his possession including a white canister containing marijuana, a roach clip and rolling papers, a metal pipe, a single unidentified pill, 15 Alprazolam, 5 Valium tablets. He was arrested and charged with fourth degree assault, domestic violence, first degree possession of controlled substance (drug unspecified), possession of marijuana, possession of drug paraphernalia.
Nov. 20 – At 11:16 a.m., Tim Burke of First Stop on Pleasant Street, reported that an individual had driven away without paying for pumped gas for $57. Criminal complaints are being sought for the suspect.

Nov. 16 -- Joshua Hall, 28, was arrested on Court Street on Harrison County warrants for operating on a suspended or revoked operator’s license, theft by unlawful taking, shoplifting, second degree criminal trespass and contempt of court.
Nov. 16 -- Michael A. Burden, 18, was cited on Bridge Street on charges of no registration receipt and no registration plate.
Nov. 16 -- Trevor J. Marsh, 23, was cited on Church Street for failure to wear seat belt.
Nov. 16 -- Heather Durbin, 31, was cited on U.S. 27 South for one headlight, license to be in possession and failure to produce insurance card.
Nov. 16 -- Robert G.  Rose, 46, was arrested on warrants from Montgomery and Clark counties for  seven counts of theft by unlawful taking under $500, three counts of contempt of court, two counts of possession of forged instrument.
Nov. 18 -- Stephanie J. Price, 23, was cited on Pleasant Street for hindering prosecution/apprehension, license to be in possession and failure to produce insurance card.
Nov. 18 -- Clinton K. O’Brien, 32, was arrested on Pleasant Street and charged with operating on a suspended or revoked operator’s license.
Nov. 18 -- Mark T. Doyle, 29, was arrested on Court Street on Harrison County warrants for theft by unlawful taking (farm equipment) and first degree criminal mischief.
Nov. 19 -- Darrell B. Shepherd, 42, was arrested on Court Street on Harrison County warrant for theft by unlawful taking (checks under $500).
Nov. 20 -- Noble Gabbard, 36, was arrested on Poplar Street and charged with second degree wanton endangerment, DUI aggravated circumstances and possession of open alcohol container in motor vehicle.
Nov. 20 -- Carl E. Purnell, 53, was arrested and charged with fourth degree assault, domestic violence, possession of controlled substance (drug unspecified) two counts, possession of marijuana and possession of drug paraphernalia.
Nov. 21 -- Matthew A. Beam, 39, was issued a warning on U.S. 27 North for speeding.
Nov. 21 -- Robert L. Slade, 47, was arrested on U.S. 27 South and charged with DUI aggravated circumstances and failure to produce insurance card.
Nov. 22 -- Thomas D. Messmer, 20, was arrested on Court Street on Kenton County warrants for loitering, possession of drug paraphernalia, possession of controlled substance (heroine) and contempt of court.
Nov. 24 -- Jonathan  C. Redden, 18, was cited on U.S. 27 South for disregarding stop sign.
Nov. 24 -- Michelle L. Stratton, 42, was arrested on Delta Court on a warrant for second degree burglary.
Nov. 24 -- Mary C. Hatfield, 61, was arrested on Walnut Street and charged with alcohol intoxication.
Nov. 24 -- Stephen D. Hicks, 25, was arrested on Delta Court and charged with carrying concealed weapon, second degree disorderly conduct and alcohol intoxication.
Nov. 25 -- Kennetha D. Slone, 27, was cited at Ross Auto Sales for failure to maintain insurance.
Nov. 25 -- Kenna Rae L. Lea, 23, was arrested on U.S. 27 South at Walmart for theft by unlawful taking, shoplifting.
Nov. 26 -- Steven W. Bell, 54, was arrested on Court Street on a Harrison County warrant for terroristic threatening.
Nov. 26 -- Robin C. Wells, 51, was arrested on Main Street and charged with possession of open alcoholic beverage container in motor vehicle, failure to maintain required insurance, DUI aggravated circumstances, second degree disorderly conduct and license to be in possession.
Nov. 27 -- Charlotte E. McNay, 41, was issued a warning on U.S. 27 North for speeding.
Nov. 27 -- Kevin D. Brossart, 37, was cited on U.S. 27 North at Turfway for speeding 10 mph over the limit and failure to produce insurance card.
Nov. 27 -- Karen L. Campbell, 57, was arrested on Madison Avenue on a warrant for theft by unlawful taking.
Nov. 28 -- Shelli M. Fisher, 35, was cited on Pleasant Street for failure to maintain insurance, failure to notify DOT of address change, no registration receipt and no registration plate.
Nov. 28 -- Sunny P. Sampson, 41, was arrested on Pleasant Street and served four warrants for DUI, operating on suspended/revoked operator’s license, possession of marijuana, and charged with operating on suspended or revoked operator’s license, failure to illuminate head lights and giving false name/address.
Nov. 28 -- Chasity N. Lonaker, 24, was arrested on Walnut Street and charged with drinking alcoholic beverage in a public place and alcohol intoxication.
