Sept. 21 -- Lindsay S. Mann, 31, was arrested on U.S. 27 South at Walmart and charged with theft by unlawful taking, shoplifting, and served to warrants for probation violation and theft by unlawful taking.
Sept. 21 -- Earl T. Kelly, 47, was cited on Pleasant Street for disregarding stop sign and failure to notify DOT of address change.
Sept. 21 -- David P. Clark, 55, was cited on Church Street for failure to wear seat belt.
