Case reports
Sept. 12 – At 5:28 p.m., Timothy Hudgins, 119 Taylor Drive, reported that an unauthorized use had been made of his debit card to make a purchase of blood pressure cuffs with the purchase being sent to Texas.
Sept. 12 – At 11:05 p.m., police received a report of a missing person from a residence on Oddville Avenue. David Trent Hatfield was reportedly last seen at Shell Apply Mart.
Sept. 13 – At 10:49 a.m., Jessica Turner of Tractor Supply reported that UPS delivered six boxes to the back of the store and came around to the front to let them know about the delivery. When store personnel went to the back, three of the six boxes were gone. According to a witness, two boys took the boxes containing over $200 in merchandise.
Sept. 13 – At 1:20 p.m., Phyllis Mueller, 420 W. Pleasant St., reported that she had property missing from her home. Items taken were a Sony camera, $75 in change and two AT&T cell phones. Police arrested Joshua Hall, charging him with theft by unlawful taking $500 or more. The cell phone was recovered by witnesses who saw Hall hide it in a bush at 306 W. Pleasant St. Hall told police he removed the SIM card and threw it on the bridge.
Sept. 14 – At 8:48 p.m., police were notified of a reckless driver on U.S. 27 South near Fast Max. Police got behind the vehicle, driven by Elizabeth McNees, to observe. When she was stopped, police found an open alcoholic beverage in the car along with marijuana and drug paraphernalia. She was arrested and charged with careless driving, operating motor vehicle under the influence of alcohol/drugs/etc., possession of marijuana, possession of drug paraphernalia and possession of open alcoholic beverage in motor vehicle.
Sept. 19 – At 2:05 a.m., police were called to 318 W. Pleasant St. for a woman who was not breathing and possibly overdosed on heroin. Amber Fick was taken to Harrison Memorial Hospital after being treated by EMTs.
Sept. 20 – At 12:41 a.m., police were called to 104 Sunset Court for a possible domestic situation. Denzil W. Whisman was arrested and charged with fourth degree assault, domestic violence.
Sept. 19 – At 9:43 p.m., police arrested Melissa Koutz on a warrant. She advised police that she was 5 months pregnant and that she had smoked marijuana earlier in the day as well as snorting heroin two hours earlier and that she had been taking Xanax.
Sept. 19 – At 6:57 p.m., Brad L. Bell, 416 S. Elmarch Ave., reported that he had been advised by Woodforest Bank that his account was overdrawn. He was advised that a $200 check had been cashed by Chelsea Napier. Bell said he had not given a check to her.
Sept. 16 – At 3:30 p.m., police received a search warrant for 427 W. Pleasant St. where three marijuana plants were in view in the back yard. Police also seized a bucket of marijuana leaves, 14 syringes, three straws, a contained with marijuana residue, a Tylenol bottle with 37 whole pills, 8 ½ pills, ½ peach-colored pill, another pill bottle containing four white pills, a clear foil with a peach pill and a clear foil with two pink pills, all of which were sent to the KSP lab for testing.
Sept. 12 – At 9:12 a.m., Estill Barnett and Eric Hutchison reported that City of Cynthiana equipment on Russ Avenue was damaged overnight. The cost to repair a skid steer loader and a mini-excavator is $1,162.
Sept. 2 – At 7:30 a.m., police were called to Shady Lawn were one resident had been struck in the face by another.
Sept. 3 – At 12:01 p.m., police were called to 228 Walnut Street at the BP station for a dispute regarding a credit card being fraudulently.
Sept. 16 – At 8:07 a.m., a report was made from Shady Lawn of a client having wandered off. He was later found at Kattleman’s Kreek by workers.
Sept. 16 – At 10:21 p.m.,  police were called to Elmarch Avenue for a possible domestic violence.
Sept. 17 – At 1:51 a.m., police were called to a fight in progress at 108 Second St., while en route it was advised that three of the individuals left the scene. Victims were located at the scene and taken to HMH for treatment. There are three suspects in the incident.

Sept. 13 -- Ashley Beckett, 20, was cited on U.S. 27 South for speeding, 21 mph over the  limit.
Sept. 13 -- Joshua M.  Hall, 28, was arrested on Wohlwinder Avenue and charged with theft by unlawful taking (others under $500) and tampering with physical evidence.
Sept. 13 -- Kathy L. Burden, 38, was cited on  Church Street for failure to notify DOT of address change, operating vehicle with expired operator’s license and failure to wear seat belt.
Sept. 13 -- Daniel L. Earlywine, 51, was cited on U.S. 27 South for failure to wear seat belt, no/expired registration plate, no registration receipt, failure to maintain insurance.
Sept. 13 -- William D. Earlywine, 29, was cited on U.S. 27 South for no/expired registration plate, failure to maintain insurance and no registration receipt.
Sept. 13 -- Wyatt T. Puckett, 26, was cited on North Poplar Street for failure to notify DOT of address change and failure to wear seat belt.
Sept. 13 -- Justin J. Kilburn, 20, was cited on U.S. 62 West for speeding, 14 mph over the limit.
Sept. 14 -- Lee A. Grimm, 21, was cited on U.S. 27 South for failure to wear seat belt.
Sept. 14 -- Larry C. Browning, 74, was arrested on U.S. 27 South at Rite-Aid and charged with improper display of registration plate, DUI (second) and driving on a DUI-suspended license.
Sept. 14 -- Elizabeth F. McNees, 49 was arrested on KY 32 West and charged with possession of drug paraphernalia, possession of marijuana, DUI, careless driving, possession of open alcoholic beverage in vehicle.
Sept. 15 -- Clinton N. Brock, 36, was arrested on a Harrison County warrant for theft by deception (checks under $500).
Sept. 16 -- William C. Walker, 34, was cited on U.S. 27 South for speeding (16 mph over the limit).
Sept. 16 -- Carolina N. Honeycutt, 26, was arrested on KY 36 West and charged with alcohol intoxication,
Sept. 16 -- Michael G. Glascock, 55, was arrested on Safety Way and charged with DUI.
Sept. 17 -- Christy W. Johnson, 37, was cited on Church Street for failure to wear seat belt.
Sept. 17 -- Jessica C. Morris, 21, was cited on Church Street for failure to wear seat belt.
Sept. 17 -- Larry T.  Sexton, 59, was cited on Bridge Street for failure to wear seat belt,
Sept. 17 -- Hiddel Roman, 71, was cited on Bridge Street for disregarding stop sign.
Sept. 17 -- Greg Mattox, 53, was cited on Pleasant Street for failure to wear seat belt.
Sept. 17 -- Johnny R. Carter, 20, was arrested on Second Street and charged with alcohol intoxication.
Sept. 17 -- David A. Thornton, 33, was cited on KY 36 West for failure to notify DOT of address change, careless driving, DUI.
Sept. 17 -- Jonathan McNeese, 26, was arrested on Second Street and charged with DUI and failure to notify DOT of address change. He was also served Bourbon County warrants for failure to wear seat belt, failure to notify DOT of address change and failure to maintain insurance.
Sept. 17 -- Estella R. Ayala, 28, was arrested on Bridge Street at Railroad Avenue and charged with failure to wear seat belt and driving on a DUI-suspended operator’s license.
Sept. 17 -- Kevin S. Jackson, 32, was cited on U.S. 27 South and Bridge Street for failure to wear seat belt.
Sept. 17 -- Larry E. Stanley Jr., 22, was arrested on Second Street and charged with alcohol intoxication.
Sept. 17 -- David C. Hill, 35, was arrested on U.S. 27 South and charged with theft by unlawful taking under $500, shoplifting.
Sept. 18 -- Tammy N. Salinas, 46, was arrested on Clark County warrants for non-payment of fines and leaving the scene of an accident/failure to render aid.
Sept. 18 -- Martha A. Faulkner, 33, was arrested on a Bourbon County warrant for alcohol intoxication.
Sept. 18 -- Robert W. Howard Jr., 50, was arrested on Scott County warrants for no registration plate, no registration receipt, failure to maintain insurance, failure to wear seat belt, obstructed vision/windshield.
Sept. 18 -- Emily M. Motley, 41, was arrested on Pleasant Street and charged with alcohol intoxication.
Sept. 18 -- Jonathan H. Powers, 20, was arrested on Harrison County warrants for failure to notify DOT of address change and failure to wear set belt.
Sept. 19 -- Melissa A. Koutz, 22, was arrested on Harrison County warrants for contempt of court, license to be in possession, failure to produce insurance card, second degree disorderly conduct.
Sept. 19 -- Grant A. Howard, 50, was arrested on Wilson Avenue on warrants for DUI (3rd) and driving DUI on suspended license (2nd), aggravated circumstances.
Sept. 19 -- Adam R. Knipper, 28, was arrested on KY 3016 on a warrant for receiving stolen property under $500.
Sept. 19 -- Crissy M. Evans, 32, was arrested on Penn Street and charged with alcohol intoxication (2nd) and flagrant non support.
Sept. 19 -- Chastity M. Gallagher, 22, was arrested on Pleasant Street and charged with alcohol intoxication.
Sept. 20 -- Jerah A. Walker, 22, was issued a warning on U.S. 27 South for disregarding a stop sign.
Sept. 20 -- Steven D. Fogle II, 29k, was arrested on U.S. 27 South and charged with license to be in possession, operating on a suspended or revoked operator’s license and no/expired registration plate. He was also served warrants from Grant County for failure to produce insurance card, failure to maintain insurance and license to be in possession.
Sept. 20 -- Denzil W. Whisman, 22, was arrested at 104 Sunset Court and charged with fourth degree assault, domestic violence, minor injury.
Sept. 20 -- Mary J. Gaunce, 28, was arrested on a Bourbon County warrant for speeding, 1 mph over the limit.
Sept. 20 -- Gabina R. Ruiz De Gonzalez, 53, was cited on U.S. 27 South for no operator’s license and failure to notify DOT of address change.
Sept. 20 -- Jose S. Gonzalez, 57, was cited on U.S. 27  South for permitting unlicensed driver operate motor vehicle.
Sept. 20 -- Michael C. Shaw, 23, was arrested on Nicholas County warrants for no registration plate and license to be in possession.
Sept. 21 -- Ashley N. Griffey, 25, was cited on West Pleasant Street for failure to  wear seat belt.
Sept. 21 -- Lois M. Kelly, 34, was cited on South Church Street for failure to wear seat belt.
Sept. 21 -- John E. Butcher, 64, was cited on Main Street for failure to wear seat belt and failure to produce insurance card.
Sept. 21 -- Leann M. Brannock, 35, was cited on South Walnut Street for failure to wear seat belt.
Sept. 21 -- Kevin W. Moore, 30, was cited on  East Pleasant Street for failure to wear seat belt.
Sept. 21 -- Brandi L. Noble, 24, was cited on South Church Street for failure to wear seat belt.
Sept. 21 -- Crystal M. Dixon, 31, was arrested at 214 Fifth St. and charged with DUI and failure to notify DOT of address change.
Sept. 21 -- Marion H. Mitchell III, 25, was arrested on Second Street and charged with unapproved/no eye protection (motorcycle), failure to comply with helmet law (over 21 years old), regulations for riding/operating motorcycle, operating on a suspended or revoked operator’s license, failure to register transfer of motor vehicle and possession of license when privilege is revoked.
Sept. 21 -- Kathleen M. Whitson, 35, was arrested on Handyman Lane and charged with operating on a suspended or revoked operator’s license, failure to notify DOT of address change, failure to wear seat belt and failure to use child restraint device.
Sept. 21 -- Tara D. Brierley, 19, was cited on Pike and Main streets for disregarding traffic control device.
Sept. 21 -- Charles C. Northcutt, 39, was cited on  Bridge Street for failure to wear seat belt and failure to register transfer of motor vehicle.
Sept. 21 -- Curtis J. Burkhart, 44, was cited o n Main and Pleasant streets for failure to wear seat belt.
Sept. 21 -- Chasity N. Fryman, 25, was cited on Church and Pleasant streets for failure to wear seat belt.
Sept. 21 -- Harold J. Pike, 66, was cited on U.S. 62 West for failure to wear seat belt and failure to produce insurance card.
Sept. 22 -- Walter A. Nickerson, 32, was arrested on North Elmarch Avenue and charged with alcohol intoxication.
Sept. 22 -- Trevor L. Gill, 32, was arrested on Nicholas County warrants for theft of property mislaid, theft by unlawful taking (others over $500 less than $10,000), theft by unlawful taking (others under $500) two counts.
Sept. 22 -- Derek R. Mattingly, 51, was arrested on Pleasant Street and charged with DUI.
