2011 Bourbon County Secretariat Festival. The Bourbon County Secretariat Festival will be held Sept. 23-24 in Paris, Ky. Picnic For The Pups. The Bluegrass Animal Welfare League is sponsoring The Picnic For The Pups on Sunday, Sept. 25 at Keeneland from noon to 5 p.m. Entrance fee is $5 for folks 11 and over, 10 and younger are free. Pets on leashes are encouraged. There will be live Bluegrass music, raffles, prizes, picnic fare, a blessing of the animals, and a digital scavenger hunt for kids and their dogs.
